Arizona Daily Star, The (Tucson, AZ) - January 9, 1997 Deceased Name: Contractor Howard A. Shiff dies; had key role in city development Howard A. Shiff, a contractor instrumental in the city's development and known for his civic involvement, died Sunday after a brief battle with leukemia. He was 70. As co-founder of Shiff Construction Co., Shiff had a hand in the construction of Kitt Peak Observatory, Steward Observatory, the Arizona Border Station at Nogales, the Tucson International Airport terminal and several Tucson Unified School District buildings. Outside of work, he served on the city's Board of Adjustment for seven years, from 1964 to 1971, and on the city's Planning and Zoning Commission for five, from 1968 to 1973. He also served on the Board of Trustees for Congregation Anshei Israel and was a member of the Elks Club. ''He was one of those absolute active do-ers,'' said longtime friend Abraham S. ''Abe'' Chanin. ''He was involved in everything that you can imagine. And he was effective in everything he did. Whatever he joined, he went in full-blast.'' Services were held yesterday. A native of New York City, Shiff moved to Tucson in 1941 and graduated from Tucson High School in 1944. After studying civil engineering at the University of Arizona, Shiff worked for the U.S. Soil Conservation Service and the state Highway Department. In 1948, he and his brother, Murray, founded Shiff Construction Co. Some of his favorite projects included participation in the Apollo moon project, for which the company built a test stand in New Mexico. He left the company in 1966 to work as an underwriter for Midland Mutual Life Insurance Co. and later founded Shiff and Associates, a brokerage firm. In 1983, Shiff became president of Senior Now Generation Program Inc., created to develop and implement programs for certain elderly and physically disabled people. Shiff is survived by his wife, Beverly; daughters L. Stephanie Shiff and Sally N. Shiff, both of Tucson, and Suzanne Shiff of California; son Sanford N. Shiff of Tucson; and sister Frances Shiff Kopp of Ohio. In lieu of flowers, the family asks that memorials be made to the Lions Eye Research Center, c/o TBLC, P.O. Box 12512, Tucson 85732.
